Can't access Webmail

Gigabit Internet Service
Why does the Cox webpage allow me to sign up for gigabit service when it's not available in my area? I wasted a half day last week because I signed up for service online. I was advised to call customer service to complete my setup. The rep there told me the only thing lacking was a Docsis 3.1 modem.

Two spikes in data usage, 109gb, 71gb nothing at home to explain these spikes any ideas
