Unregistered Panoramic modem.

Two weeks ago Cox installed an "unregistered" Panoramic Modem. The modem is not recognized in the Cox Wifi app (app is useless). Cox support is unable/unwilling to fix the error, unless they can charge an additional $100 for a new technical service visit. Does this occur routinely?
