Does the spam blocker only work when nomorobo is activated?

When I click on enable I get the error saying that I have disabled it. Does anyone have any idea how to make it work? Can anyone get the email notifications to work?

My call history quit displaying my incoming phone numbers. Instead it's displaying the name of the person or business or wireless caller without a phone number. It's displaying my outgoing phone numbers properly. What could be causing this issue?

I get daily robo calls from Comenity Bank, currently well over 100 calls. They started Nov. 19, 2022, and continue every day, including weekends.
