Extremely slow speeds in my neighborhood

I live in a pretty dense neighborhood (condos) and my Gigablast internet regularly drops to 3-5Mbps during peak hours. I can't logon to my webmail!

When I try to logon to my webmail it just times out and keep saying retry and retry doesn't work time & time again. I can access it on my other computer. i'm using Windows 7 and get the same result all all of the different browsers.

Internet keeps disconnecting and modem restarts when the temperature gets too high.

My internet keeps getting disconnected at random times thorughout the day. This has been happening for the past 2 years every summer when the temperature starts to rise.
