Cannot send email on iPad

I cannot send email from my outlook on my iPad. I have tried changing my password and verified the settings, but when it tries to verify, I get a message that says “SMTP.cox.net” is not responding. The settings are, Host name smtp.cox.net, user name my user name, use SSL is on, server port 465.
