Anyone getting gigablast speeds in Rhode Island?

Permanent IPv6 needed
My IPv4 seems to be permanent. My IPv6, however, seems to change daily. This is a problem with Google analytics, because GA uses IPv6 to filter out unwanted addresses, and the filtered addresses need to be permanent. How do I get a permanent IPv6 assigned?

Crappy Internet performance
I am paying for the 300mb service from cox and I never get anything resembling this speed on a speed test. Every few months my service slows to a crawl and I have to have cox come out and tinker with filters etc. Not sure why this is such an issue but I am thinking refunds are in order. Tried all of

Webmail memory leak
Looks like Win10 Webmail has a memory leak. After leaving Webmail open for a day, I can see in the Task Manager that my browser's memory has exceeded 2 Gigabytes (around 300 MB when first open). Youtube slow on ios devices with c6300 gateway.
Already rebooted, changed the cox dns to opendns and it solved the issue temporarily. However, how can i turn off ipv6 because that is what causes the slowdowns.
