I can’t forward an e-mail with pictures

Is there a way to have a picture viewer open pictures that are sent as an attachment. Right now if I try to open large picture attachments it takes forever to load them then they are shown HUGE. I know I can save to my drive and then use program of my choice, but I don't always want to have to save

Title says it all. Just about every other cox market in the nation has seen a doubling of there speed, some places for a year now.
