Why does listing skip from 9-12? What happened to 10&11?

Why won't my system forward MOST graphics and E-mail pictures to other people? My wife can on her I-pad. If I forward E-mail to friends most of the time they only get text. It will forward attachments but not pictures in the basic E-mail. I am considering canceling COX!
