Premier slow

As with many others on this forum, my Premier speeds are <30 down & <15 up.  I have tried different routers and tested from different computers connected via router, hardwired.  My cox id is gadrian6@cox.net.  thinking I am spending extra for service I am not enjoying.  Do I get a discount for the years I have paid and had less than offered?  I would think speed should at least occasionally come close.

Any help?
