What can be done to correct pixelation on local channels? Do I need to have a technician fix the issue or can something be done on my end to fix this issue?

Rebooting the box is a good troubleshooting step. Just unplug the power for 20 seconds or so and then plug it back in. If that doesn't work, do you have other boxes? Are those effected? If so, you need a technician to investigate and possibly escalate the issue further.
