Mini box-Cable Only

I have two TVs that are on the mini box only with a cable connection only. One TV gets the local channels. The other TV does not get the local channels. The TVs do not have a HDMI connection only the cable connection. Why would one TV not receive the local channels? It says channels are not available. I'm in the Topeka market. I can't receive like channels 9,13 etc.
