Interlace video artifacts?

I am a video engineer.  I am located in Poway.  I have started to notice jagged interlace artifacts on fast moving objects on the screen.  You can see a jagged edge that should be smooth.  I know from my professional experience this can happen with mis-configured equipment.  I see this on 2 separate TVs using 2 separate decoder boxes, and on many channels in the lineup.  It seemed to begin in mid-December.  I do not see this when watching other sources (netflix, HBO go, etc.) on the same monitors.  Anyone else notice this?
