DVR stutters

I had quite a lengthy thread over the last months about DVR stuttering and dropping video.  Then, someone turned off comments and no other posts appeared. I notice that it looks like COX is trying to placate/intercept folks with the same complaints by telling them that their issue will be escalated. Yet, just before 8pm tonight, my DVR started hiccuping again.  It really looks like 'throttling' to me and their fixes are not working.
