Why is cox's upload ping awful?

Ever since cox upgraded their nodes in the tempe/scottsdale AZ area my upload ping has been extremely high. Seems like cox planned for download being used but not upload by any resident.

getting 5 unloaded ping, 8 ping on download, and 80-100+ ping on uploads. It is killing my my video calls for work and almost unbearable to play video games with
