What do we do when the Cox Hotspot in the area is not working ??? How do we get someone to check its router?

The ip address configures then it gets to router and it doesn't select one and clears the ip address starting over again repeating  never selecting a router. 

I. Connect to the Cox area Hotspot.  So i van troubleshoot or restart the router bc it's in the area in the city somewhere
