Problem using a new netgear extender

I was unable to connect a netgear AC Nighthawk Wifi Mesh Extender Model EX 7000m to my cox modum.  Was told by Netgear tech that

there were too many accounts using the wifi/ blocks the connection.  This did not make any sense to me.  

Anyone understand or experienced this?
