Port Forwarding still blocking ips

So I'm hosting a minecraft server for me and my friends, but one of them got there IP banned by the automatic security system, and I can't unban them, nor find out information how, my other friends were approved just fine, but after deactivating the security, he still can't join, so I was wondering if there was anything I could do so I could play with them instead of paying another website to host my server for me.
