Panoramic Gateway 300/35 in May and now 235/1.5 on 7/31

I live in  Westerly RI and have experienced a dramatic decrease in internet speed. The gateway has been rebooted multiple times by Live Agents and myself. All cabling is tight and not damaged. All of my devices are wireless and have been restarted. A Live Agent confirmed there is an extreme packet loss on the upload. There was an outage in the area on 7/31 and the outage was repaired late afternoon. Cox has scheduled a tech for 8/3. I work remotely and depend on reliable internet. 1.5 upload is not acceptable. FYI, Verizon FIOS, 300/300, if available in your area is less per month and 100% reliable.
