Outlook E-Mail Problem

Kinda different from the other posts...I can Send, but I cannot Receive through Outlook.

Yes...only pop.cox.net 995 for the port, ssl checked, and yes I reset my password.

So...it's NOT a password problem...I can connect and send. Outlook successfully sent a test email after resetting it.
