Move to new address, but no service?

We moved to a new address, have requested a service transfer before moving. I was told just to bring in our device, it should be OK. However, we couldn't get connected after we moved in. I have to call in to activate my new service. Do you think this is done? NO! there is no signal! It seems the cable is not connected outside. We need to pay $100 for some people to come to check it. Does COX mean to cut the cable outside, so we have to pay the technician fee after transferring the service? This is ridiculous.
