Internet slow and lagging

Is anyone else experiencing these issues,  Trying to get them on the phone or use the chat is a joke.  I have asked several times for a refund, with the billing department, they gave me a credit for future data usage.  How can they legally charge people for a service they do not provide.  Sounds like class action law suit to get them to provide the service they charge for.
