Gigablast speed

Am I the only one that has horrible Internet speed? My entire apartment is wired, except for my echo dots which are wifi. I never get good speeds. I have technician after technician out here and nothing has changed. I run a hardwired speed test from Port 1 and the max download speed I get is 390 Mbps. Upload is never over 35. I keep calling and all they do is ask me to unplug again and again. They keep saying everything looks great on their end, well, how about my end? I stream alot on Netflix and it always buffers constantly. What is going on here?
