Extremely slow download speeds!

Speed test shows 11 mbps download speeds.  Downloading a huge file from a European server running at gigabit speeds I get 40 kilobits per second!  Other U.S. users -- non-Cox -- of these files see megabit download speeds.  Apparently, Cox is throttling the bit rate.  I'm paying for speed, so what's up, Cox?
