Cant open the port even though i've done everything i can

I'm trying to run a modded minecraft server for my friends and it refuses to work, i spent around 6 hours yesterday trying to port forward and it will not work.

I opened up the computers firewall, i port forwarded on the cox website and i also turned off advanced security. I also set the ipv4 and ipv6 to low security.

I put a static ip on my pc and it still does not work. Bridged mode did not work. I also tried port triggering and that did not work either.
