Cannot unblock an IP address.

The network is automatically blocking some IP addresses. I have a port forwarding option that is used to RDP to my server. One of my friends from another country is trying to RDP but the network is blocking it automatically and I am unable to unblock anything. Any help is greatly appreciated.
