Can neighbor on same utility pole affect my signal quality?

• reason I'm asking is because I've exhausted all of my options. This is the last thing I can think that can be effecting my ping and upload speeds.

My neighbor has many uncorrectables in their downstream channels (I would post a picture, but im not sure if its ok to do so)

She stated she has a signal amplifier on her line, and a few splitters..

Her downstream channels are all around 10dbmv.

How do i go about this?

Is there some kind of filter I can request?

Or do I actually have to get her to call it in?
