Can I get a proper answer on why my internet is ducking garbage

That wasn’t the issue I’m just constantly lagging and I don’t understand why yall can’t give out a proper response 

fernando1110060 - You've got an issue with escalating T3 errors. This can cause lagging and disconnects. I'm not remembering seeing this problem when I have looked at your service in the past. We really should get a technician back out while we're still within 30 days of your last appointment.

fernando1110060 - Charges are only applied if a problem is found to be a personal-related issue. If it is a Cox-related issue, then there is no charge to the customer.
