When is SoCal getting a speed upgrade?!?!

Title says it all.  Just about every other cox market in the nation has seen a doubling of there speed, some places for a year now.  SoCal on the other hand has not, and is given no info about this what so ever.  I'm starting to feel ripped off paying the same price for half the speed of everyone else.  A little info what go a long way.
