What is Cloud Drive Error 2046 & Why am I getting it?

Attempting to upload files to a folder on the Cloud Drive.  When I click on the "Upload Files" button, the UPLOAD FILES Dialogue Box Appears, but instead of getting a  "Select Files"  button I get an error message that just says "Error 2046".  What gives?
