Unable to send emails in Outlook 2016 using VPN

I use Private Internet Access VPN and Outlook 2016 on my HP Envy laptop with Windows 10.  Several weeks ago Outlook stopped sending outgoing emails, they stay in the Outbox.  I finally realized Cox is blocking the IP addresses from the VPN.  When I turn off the VPN emails are sent.

Surely there has to be a fix for this, I've been using  my PIA VPN for several years and it always worked before.
