Suspect cable abuse

3211 NE Meriden Road, Topeka, KS.  Friend of a friend who has had a business fallout with residents at 3211 NE Meriden Rd.  Says they have personal knowledge that they have spliced cable wire to receive free service.  This has been the case for several years and the resident is well aware of the violation.  Please do NOT use my name during this investigation.

I am getting a tiling picture on channel 1042 only. I've check the connections shut of the power and turned it back on used the website to reset the cable box. Nothing works. This has been a problem for a few weeks now. It only affects this one channel. The rest of the channels I watch don't do this. Please help. It's annoying. Bryan
