Strange Charges

Does anyone know what the "self install" charge is and how it's possible, or reasonable, for it to be $30 per service (i.e. cable tv and high speed internet)? I just received my bill for last month and it had $60 worth of charges for what appear to be me attaching a coax cable to my cable modem and cable box. I'm just curious if anyone else has experienced this charge or if it's a new one.
