One of three separate technicians said they could confirm at least 1 port is bad, while the other two technicians said they found 2 bad ports. Either way, there is definitely one bad port on that hub. The line technician came out, and found nothing wrong. And that was that.

In our neighborhood, the hub normally branches out to eight houses, but ours is at the end of the street and only feeds 6 houses. You can guess the solution, right? Just close off the two bad ports, and use the other 6. In theory, that's wonderful, but...

No, no one explained how they went bad, although that is a good question. There isn't much protection around our hub in particular, and the Arizona heat wears things out much faster. Perhaps, just 16 Arizona summers is enough...that's how old the hub is anyway.
