I would say it's simple economics. Consider how many Cox subscribers there are. And then how many people use this forum. It's just not worth the expense to fix it. 

If this site hangs and won't load occasionally, so what? Try again in 5 or 10 minutes if one just must read the latest complaint about Contour, On Demand or network congestion.

Most posters here would be better served by doing a simple Google search. No question posted here is unique. They have all been asked and answered before by someone somewhere. Not to mention getting multiple answers immediately instead of waiting hours or even days for a reply.

Hey, they might even come across some useful information they could store away for the next crisis. Teach a man to fish and all that.
