phone monthly charge

I recently had a New account for a land line connected at XXXXXXXXXXXX .  Why am I being charged $23.99 for phone service and there is now a $9.99 per month charge for new customers?  If I knew this offer was going to be offered, I would have waited to connect the phone at Lobdell.  We have not moved to this location yet, due to renovation work being done.
