IE 9 & 11 Problem

We use "http://www.cox.com/myconnection/today/news/local.cox" for our home page w/ IE 9 & 11 on 2 pc's. I have 2 questions: 1) We want "Local News" using the above but only get "National News"; Why? 2) Starting either IE 9 or 11, we repeatedly get a message "An add-on for this website failed to run"; Does anyone know what add-on won't run or is missing? Could this be the reason for question #1? Thx in advance.
