HBO & TV Starter package

Can I add HBO to the TV Starter package or do I need to get the TV Economy package?

I plan to view HBO via the Internet (HBO GO) and not via the TV connection, therefore I do not need to rent any equipment.  Is it possible to subscribe to  HBO without the equipment rental?
