Emails not received

A friend who regularly emails me has found that her emails sent to Cox email addresses in California, Arizona, and Virginia are never received by the addressee. Her internet service is optonline.net. I too, here in Virginia, regularly received her emails in the past, but none that she sent in the last few weeks. Can you explain this problem and how to correct it.
