downtown OKC area packet loss and slow connection

Good evening everyone,

I'm in the OKC downtown area and every evening for the past week I've been experiencing 20-50% packetloss and incredibly slow internet speeds. I've used the program PingPlotter to track this and frankly this is incredibly annoying. Is this something that I can fix on my end or do I need to have someone come in and look at the building I live in? There is alot of construction going on in my building and I'm wondering if there was some damage done to the lines.

Any help would be appreciated, this is happening on all my computers and devices (8+ internet connections tested) so I do not think it can be chalked up to viruses.
