download speed

I have and pay for a premiere account up to 150 MBps, 10 MBps upload

Last night and other nights I can' t even  stream  a single program

My speed was 12.88 download and 13.oo upload, even though I pay for up to 150MBps

What gives with such a drop in download speed?
