Double Internet Speed??

I was told by a Cox representative that my speed will be doubling. I have not noticed any speed difference so I chatted with a rep from Cox and was told that my speed will not be doubling. I have the Essentials package and am now very disappointed. Could someone please tell me if the double speed is for everyone? Thanks
