::ATT Moderator:: Sticky?

I recently made a thread suggesting a sticky be made for people reporting slow speeds. See here.  I did not get any moderator response. So this post is simply asking if us users are allowed to request a sticky. If not, why not? It would see a slow speed sticky would be more useful then a Gigablast sticky IMO. More people post asking how to fix performance issues then they do asking about Gigablast. Heck, it isn't even available to the majority of Cox customers. So conclusion; sticky please? Thank you.
