Additional Phone Charges

I signed up for the bundled services (less than 30 days ago) and I was quote a price that included 30 minutes of free outgoing phone calls a month. Which is fine because I rarely use the phone at all. So when I received my bill I was surprised to find that I was charged for 3 minutes of long distance calls even though I didn't use all 30 minutes of my monthly time. When I called to find out why I was told my 30 minutes didn't include long-distance calls. However, no distinction was made between local and long distance calls when I agreed to the service installation. Explain to me why there was no distinction between local and long distance calls (as it pertains to my 30 free minutes a month) when I signed up?
